On the Access to Electronic Information, Services and Networks : An Interpretation of the Library Bill of Rights

Abstract

The Council of the American Library Association adopted a new Interpre- tation "Access to Electronic Information, Services, and Networks: An Inter-pretation of the Library Bill of Rights" in January 24, 1996.
This new Interpretation is a basic policy statement concerning networking resources, especially Internet. This paper traces the process of adopting this document and explains it in detail. Also, controversy on the so-called "Communica-tions Decency Act" and the litigation, ALA v. Department of Justice are briefly touched.
