Abstract
Activities of Information and Referral (I & R) are divided into two
groups. First, the four primary activities and second, the eight
secondary activities. In the United States, according to Nationwide
Sample, most libraries provided primary I&R services. Most reference
librarians practiced the primary I & R as reference service. Their
point of view are interesting for us who intend to make reference
service more active in the small public libraries in Japan. Moreover,
many successful examples of I & R in the United States and in England
shows that libraries make community information files(databeses). They
succeeded "to bring the library to the people who normally do not use
a library". To make a community information file(databese) and to
provide it for poeple who live in the community is not only useful for
regidents but also others who wants to get any information about this
community.
